Pilot Project report for the Block Grants calculation (Étude Économique Conseil) – May 2011

Over the past few years, the Canada Council for the Arts (CCA) conducted a thorough review of its Book Publishing Support: Block Grants program (BG). In the wake of this review, the CCA is planning to apply a new, simpler and easier to understand calculation formula that meets its intentions and objectives better than the formula currently in use. This revised formula does not change the heart of the program.

The pilot operation is an exercise that consists in conducting simulation tests and fine-tuning the application of the new formula. This exercise was conducted by using a sample of publishers that receive program grants. Two assessment committees—one French-language, one English-language—were formed especially for this exercise. Complementary information on objective indicators was gathered from about 50 publishers.
