The Flying Squad: An Organizational Assistance Program

The Canada Council began a comprehensive review of the Flying Squad program last fall and the program has been suspended until the review is finished. Since this review is still ongoing, it is too early to say what form of assistance to organizational practices the Canada Council will offer in the future. The Flying Squad’s goal of supporting organizations during periods of transition and change remains an important Council value, and the Council is considering different models that would complement its overall support for arts organizations.
The review is taking more time than originally anticipated. As a result, we are suspending the April 2013 deadline. We plan to communicate the results of the review in June 2013.
Some questions you may have:
- Does the Council intend to suspend the program permanently?
The Council has now confirmed that the Flying Squad program will no longer be offered in its past form. The Council will announce an alternative strategy to support adaptive capacity in June 2013.
- Will the arts community be consulted as part of the review of the program?
The Council will consult a number of cultural managers and other specialists from across Canada who will be asked to participate in focus groups on intervention models. Participants will be representative of different types of artistic practices and arts organizations.
- Will the Flying Squad coordinators continue to be available for consultation while the review is taking place?
Although coordinators will no longer be available for consultation about the Flying Squad program, one coordinator, Francine D'Entremont, is handling project modification requests and receiving final reports on outstanding projects from competitions pre-dating the suspension of the program. If you have been awarded a current Flying Squad grant, please refer to the information below.
- Is the Flying Eagle program affected by this review?
The Flying Eagle program, managed by the Aboriginal Arts Office, will undergo a similar review as part of a comprehensive review of the range of Council programs for Aboriginal artists and organizations. Meanwhile, eligible organizations can continue to submit applications to this program.
- When will you make an announcement on the new approach to organizational assistance?
We anticipate that the review will be completed during the spring 2013 and that the Council will be able to make an announcement on the new strategy to support adaptive capacity in June 2013.
